Society for stern punishment of rapist

ITANAGAR, Nov 21: Expressing outrage over the rape and physical assault of a minor at Naharlagun on Nov 18, the Sajolang Elite Society (SES) has called for harshest punishment for the culprit.

While condemning the assault, the SES appealed the state government and concern authorities to conduct a high level magisterial enquiry into the case and set up of a fast track court for speedy disposal of the case. It also appealed to the home department to take serious note of the barbaric act committed by a man in uniform and ensure that similar incident does not occur in future.

The Society also called for ensuring that the victim gets the best treatment and leads a normal life, and compensation is paid to the victim and her family. Lauding the prompt action by the police in arresting the culprit and registering the case, the SES has requested the police do its duty to ensure that the public spaces are free from harassment, molestation and assault.

Further, the SES has also appealed that all the indigenous communities and tribes of Arunachal Pradesh, especially the Community Based Organisations and AITF, to condemn the incident in one voice. This is to ensure that all the school going girls, those pursuing tuitions, coaching etc. feel secure in their movement without any fear for eve-teasing and untoward incidents, it added.

The Society has also appealed the state govt to formulate a mechanism for ensuring safety for the girl child.

Poor implementation of drinking water project alleged

ITANAGAR, Nov 21: Adi Students’ Union (AdiSU) in a memorandum addressed to Union Minister for Drinking Water & Sanitation Birender Singh Chaudhary alleged poor implementation of National Rural Drinking Water Project (NRDWP) in undivided Lohit district.

AdiSU in its memorandum claimed that many uncompleted and yet to be installed drinking water units under NRDWP-2013 in Lohit district have been found completed and listed in the coverage list of the Ministry of Drinking Water & Sanitation. There are so many such units, the installation works of which are yet to be completed. Astonishingly, these uncompleted and yet be installed drinking water units have been found completed in the website of the Ministry, AdiSU claimed. Apprehending gross mis-utilization of fund while implementing the project in the district, AdiSU urged the union minister to constitute to a high level committee to inquire the whole episode to unearth the facts.

GSU to take up school uniform

and other issues with DA

ITANAGAR, Nov 21: The Galo Students' Union (Apex) in a meeting here today decided to pursue the school uniform and various other issues concerning the student community with the West Siang district administration vigorously.

The meeting also discussed the issue of supply of unfit and low quality uniforms, free textbooks, sanitary napkins to girl students, developmental fund and assistance to government schools, Likabali to Aalo Highway, and decided to take up the issues with the higher authority.

The meeting further decided to place the demand with the State Govt. to start functioning of the proposed Lower Siang district by posting DC and SP at Likabali (temporary Hqs) and Sikirima as permanent Headquarters along with creation of Leppa Rada district with Basar as Headquarters at one go.

Further, the union decided to move for non-exclusion of any part of Nari-Koyu Assembly Constituency from the proposed Lower Siang district.

Health awareness camp organized

ITANAGAR, Nov 21: An awareness camp on control of hepatitis was organized at Taraso yesterday by All Arunachal Pradesh Public Health Engineering & Water Supply Department Workers’ Union (AAPPHE&WSDWU) in collaboration with All Arunachal Pradesh Unorganized Sector Labour Union. MO Arunachal State Hospital, Naharlagun, Dr K Kamki and his team attended the camp as resource persons.

The camp was sponsored by Arunachal Pradesh Building and Other Construction Welfare Board (APB&OCWWB).

Training on IPPE-II & MVMDP held

ITANAGAR, Nov 21: East Siang District Resource Team (DRT) conducted a training for block planning team (BPT) of Pangin and Rebo Perging blocks on Intensive Participatory Planning Exercise (IPPE-II) & MVMDP at DC’s Conference hall, Pangin on Thursday.

Speaking on the occasion, State Level Master Trainer (SMTC)-cum-Coordinator, IPPE-II & MVMDP Project, Tamar Baki briefed the trainees about the need and objective of the compilation of all the process of works permissible under MG-NREGA.

He further said that under the provisions of 14th Finance Commission grants the fund shall be released by state government. Every Gram Panchayat shall be required to develop comprehensive Gram Panchayat Development Plan based on the instruction under My Village My Development Plan (MVMDP) initiative, he added. Two batches of Block Planning team have been created with Rebo-Perging CO-cum-BDO, Makbul Siram and Pangin BDO, Hiken Ete for further activities in Pangin and Rebo-Perging and ensuring timely completion of work under IPPE-II & MVMDP.

Medical Teams win Amnu Wangcha memorial Badminton Tournament

ITANAGAR, Nov 21: The Medical Teams won both the Men and Women’s Double titles in the first Amnu Wangcha Inter-Departmental Badminton Tournament organized exclusively for the officers and officials of various government departments of Longding district.

Dr. Wangnai Wangsu and Dr. Techi representing the Medical Team beat the APP Team represented by Longding DSP JK Lego and his partner to win the Men’s Double title in Longding Friday.

In Women’s Doubles, the pair of Chaijing and Lemhai Wangsu representing Medical Team defeated Team Education represented by Ngaplih and AKam Wangsu to win the title.

The Winners both Men and Women’s Doubles were awarded cash prize of Rs. 25,000 each along with a running Trophy while the Runners up teams were given Cash prize of Rs.10,000 each with trophies.

Tabu Dupit wins state open chess tournament

ITANAGAR, Nov 21: Tabu Dupit of Upper Subansiri won the 7th State Level Open Chess Tournament-2015 which ended at DN Govt. College Auditorium here on Wednesday. He earned a total of 8 points to win the title.

Tachung Dupit (7.5 pts) and Raluk Dui (7 pts) both from Upper Subansiri finished second and third respectively.

Other ten top ranked players were Nabam Chada (4th), Lower Subansiri, Joram Agu (5th), Lower Subansiri, Tamar Nilling (6th), Upper Subansiri , Tapung Pogia Mara (7th), Bigam Doke Lendo (8th), West Siang, Nabam Nikum (9th), Papum Pare, Kani Genda (10th), Lower Subansiri.

A total of 108 players took part in the tournament.

Relief for Wangsu, Sawin as SC

decline to interfere in HC order

ITANAGAR, Nov 21: The Supreme Court has declined to interfere in the order passed by the Gauhati High Court granting stay of the notification declaring Kanubari and Khonsa East Assembly seats as vacant.

While hearing the Special Leave Petition (SLP) filed by the secretary, State Legislative Assembly challenging the HC order, the SC in its judgment and order yesterday said “We do not see any reason to interfere with the impugned order which is purely an ad-interim order,” and disposed off the SLP.

Earlier, the Gauhati High Court in its verdict had stayed Arunachal Pradesh Legislative Assembly Speaker's decision to accept the resignations of two Congress MLAs - Gabriel Denwang Wangsu and Wanglam Sawin and also stayed the notification issued on 1st October declaring Kanubari and Khonsa East Assembly seats as vacant.

Being aggrieved with the act of Speaker and the notification of Secretary AP Legislative Assembly conveying acceptance of resignation of the MLAs and declaring the two seats as vacant, the MLAs filed a writ petition against the notification in the Gauhati High Court.

After considering the whole facts and circumstances of the case, inter-alia, the Court stayed the operation of the impugned notification vide order dated 07-10-2015.

Meanwhile, the MLAs camping at Delhi have hailed the order of the Supreme Court as being the victory of justice in upholding the democratic ethos.

Pema Khandu, who resigned as Minister in the state government in a release said that the SC order has come as a big relief to all other MLAs who were “forcefully made to put their signature on a white paper by Chief Minister Tuki” to be used as their resignation for challenging his leadership.

“The chain of events in this resignation debacle started with Chief Minister Nabam Tuki obtaining signature of 18 INC MLAs on blank paper to be used as their resignation letter in the event of them not supporting his leadership. On sensing dissidence from MLAs Sawin and Gabriel, their signed papers were referred to the Speaker, AP Legislative Assembly as their resignation, which the Speaker accepted in a hurried manner ignoring constitutional provisions and the Rule of Procedure and Conduct of Business of State Legislative Assembly, Arunachal Pradesh,” Pema added.

Vegetable prices hit the peak

ITANAGAR, Nov 21: There is a worrisome trend being experienced in twin Capital Town and elsewhere, where prices of essential commodities, especially vegetables go unregulated. The administration in the state’s Capital has tried to control it from time to time, latest being October 27 last, but nobody seems to care. The prices are fixed by vendors themselves.

The price of Tomato in Itanagar and Naharlagun is whopping sum of Rs 80-100 which the Capital administration had fixed at Rs 40 not even a month back. Onions are being sold at Rs 50-60, French beans at Rs 60-70, potatoes at Rs 30-40 (new) and Rs 20-25 (old), brinjal for Rs 20 and a bunch of green leafy vegetables costs Rs 20 in Itanagar, which is being sold at Rs 10 in Naharlagun. No vendor has similar rates.

“We have no idea when the rate was fixed,” exclaims a vegetable vendor at Gandhi Market, Itanagar.

Ajit Barman, another vendor at Gandhi market, tries to justify his stand on the rates fixed by him.

“These tomatoes were bought at Rs 70 on wholesale. I sell it for Rs 80. We buy in bulk which sometimes also includes the rotten ones. Most of the time, more than half the package comes damaged. Plus the vehicle charge. We have to keep these things in mind while selling.” he reasoned showing his tomatoes that are kept for selling and continuing, “These are all perishable commodities, we have to sell it within 2-3 days.”

“Showing another pack of 8-9 kgs of rotting ladies fingers, he says, “Now look at this! Who will buy these?!

“If we go by the rates fixed by the administration, we won’t be able to survive. Prices go up and down. It cannot be fixed,” he reasons.

Another lady selling bunches of green leafy vegetables at G- Extension, Naharlagun for Rs. 10 exclaims, “it is now the season for these leafy vegetables, hence the cut in the price, the same bunch is sold at Rs. 20 at Itanagar.” A bunch contains just 8 to 10 leaves. These were selling for Rs 20 till recently.

In the tussle between the administration and the vendors about price regulation, it is the common publics who have to bear the brunt. It is appreciated that the administration has tried to regulate the price, but it also has to ensure that the price fixed caters to the needs of the vendors while the interest of the commoners are also taken care of.

Menga Bridge collapse, shortage of

essential items looming large

DAPORIJO, Nov 21: The 200-feet-long Bailey bridge over Menga River collapsed on Friday around 12.30 PM, cutting off three circles of Upper Subansiri district of Siyum, Nacho and Taliha from rest of the country.

The bridge suddenly collapsed when a truck loaded with sand-gravels was midway across it.

Fortunately, the driver and two persons in the truck escaped the accident with some injuries.

The convoy of around 50 vehicles of Home Minister Tanga Byaling, former MP Takam Sanjay, former ministers Takar Marde, Daklo Nidak got stuck for more than six hours at the other end of the bridge before a temporary arrangement was made.

The Home Minister was returning from Siyum to Daporijo after attending a meeting.

Meanwhile, Tagin Cultural Society and All Tagin Youth Organisation have held the Border Road Organization (BRO) soley responsible for the unfotunate incident.

In its FIR lodged with Daporjo Police Station, TCS alleged negiligence on part of the BRO in maintaining the bridge properly. It also demanded the authority concerned to immediately arrest of those resposnible for the incident. ATYO said that similar accident was happened in 1992 at Subansiri Bridge wherein many precious lives were lost. The BRO has not learned any lesson from that, ATYO said.

ATYO also doubted that it may be a handiwork of some anti-social elements with an ill intention.

The Organization demanded immediate re-construction of the bridge, financial assistance to the injured persons, ensure availability of all essential commodities, medicines and healthcare facilities in the affected circles and constitution of a fact finding committee to investigate the incident.

Meanwhile, the authority of BRO visited the collapsed bridge and conducted survey of the site. According to them the bridge has collapsed in spite of regular maintenance. The BRO officials said that they would find out if there was any mechanical defect during the construction of the bridge. BRO also assured to try their level best to restore the bridge as early as possible.

Meanwhile the people of the affected areas are reportedly rushing to the Taliha Market to buy essensital commodities like rice, sugar, salt etc. apprehending that such items may fall short in the area due to disruption in road communication after the the bridge collapsed. It is reported that essential commodities are quickly running out of market at Taliha.

56 benefit from free operation camp at Khonsa

ITANAGAR, Nov 21: A total of 56 patients were operated upon at a free operation camp organised recently by the Vivekananda Kendra Arun Jyoti, Arunachal Pradesh at District Hospital, Khonsa.

A team of doctor including four doctors from USA and Maharashtra conducted operation for various ailments like Gall Bladder stones, Appendicitis, Hernia, Hydrocele, Ovarian Cysts during the camp and all the operations were said to be successful. Earlier, the camp was inaugurated by Tirap Zilla Parishad Chairperson, Chanwang Lowang on Nov 16.

This was the fourth surgical camp organized by Vivekananda Kendra in Assam and Arunachal Pradesh. A total of 194 surgeries were conducted in these camps.

Pentavalent vaccine launched in Arunachal

ITANAGAR, Nov 21: Joining the rest of the country, Pentavalent vaccine was launched under routine immunization program in Arunachal Pradesh on Saturday.

The launch formally started with first administration of intramuscular vaccine to an infant at Banquet hall, here today.

Launching the vaccine, Parliamentary Secretary (H&FW) Karya Bagang called upon the official, staff and health workers to ensure successful implementation of the program in all the health facilities and also to spread the message at every nook and corner of the state. She also urged the media houses to take proactive role in disseminating the right message to the masses.

Pointing out that due to fear psychosis, many parents fail to bring the infants for subsequent doses of vaccine, she asked to entrust the frontline workers including ASHAs to convince and motivate such parents for full immunization of their infants. She further appealed to all for availing such a great opportunity which is given free of cost for morbidity free childhood. Speaking on the occasion Commissioner (H&FW) Bolung Siram emphasized on awareness on the newly introduced vaccine and said, with the introduction of new Pentavalent vaccine, the multiple number of injections containing 5 antigens will be reduced to just one injection per session.

He appeals to all the Deputy Commissioners to personally oversee the smooth introduction and sustenance of the program.

Director Health Services, Dr M. Jini in his address said the vaccine could substantially reduced infant mortality rate among below five years children and expressed his happiness on launching of Pentavalent vaccine in the state. He urged all the district officials to introduce the new vaccine as per guidelines and continue in providing quality vaccination services.

Earlier, NO, NHM, Dr D Padung while presenting overview of Pentavalent vaccine briefed the gathering that the vaccine is a combination of Diphtheria, Pertusis, Tetanus, Hepatitis B and Hib in one single injection instead of 3 separate injections. Pentavalent introduction basically means introduction of Haemophilus influenza type B vaccine, a new addition to RI program which will reduce the morbidity and mortality mainly from meningitis, he explained.

The vaccine will be given at 6 weeks, 10 weeks and 14 weeks of age. Those infants who already had one or two doses of DPT will continue with it (as before) and new cohort of infants at 6 weeks will get Pentavalent from today onwards. This vaccine can be given up to one year of age only.

Roing: ZPC Sipi Elapra Linggi launched the Pentavalent vaccine at district Hospital, Roing. Linggi expressed hope that with the launching of Pentavalent vaccine in the district, no children in the district will be left without vaccination.

District Medical Officer, Dr D Wange sought the cooperation of the district administration, HoDs, public leaders, doctors and other health workers for 100 per cent coverage of all the new born babies in the district.

Informing about the Pentavalent vaccine, DRCHO, Dr R Mena, stated that the new vaccine has the advantage of vaccination against five diseases in one prick of injection whereas under the ongoing Universal Immunization Programme the children were vaccinated against four diseases in two pricks, he added.

Studies also shown that 23-73 per cent of Bacterial Meningitis in children below one year is due to Hib which accounts for 50,000 to 60,000 cases of Meningitis every year. Out of it, 1/3rd children die and about 1/3rd suffer from crippling diseases such as deafness, paralysis and mental retardation.

Aalo: DC-cum-chairman of DHS Governing Body, Pige Ligu after launching the Pentavalent vaccines at General Hospital here today appealed all parents to get their children vaccinated.

The vaccine was administered to five children during the inaugural day.

Daporijo: During the launch of the vaccine at the district hospital today, Upper Subansiri DC Komkar Dulom urged the health department to make the routine immunization successful in the district and assured all necessary help and cooperation. DRCHO, Dr. G Hangkar briefed about the Pentavalent vaccine and its introduction and informed that open vial policy would be practiced for the vaccine as it is quite expensive compared to other vaccines. DMO, Dr. N Geyi also spoke on the occasion.

Ziro: ADC Nending Chatung while launching the vaccine advised all mothers to maintain the immunization schedule as directed by the doctors. DMO Dr Moli Riba, ZPM Dani Buker, doctors, nurses and other paramedical staffs and officials were also present on the occasion.

Khonsa: Tirap district Deputy Commissioner Ravi Jha launched the vaccine in Tirap. Ten children were administered Pantavalent vaccine at District Hospital, Khonsa on the day of the launch.

Speaking on the occasion, Jha urged the health department to put forth a coordinated effort in providing better health care facility to the people.

Dr. N. Lowang, DMO, Khonsa highlighted about the Pantavalent vaccine in a nutshell.

Changlang: The Pentavalent vaccine was launched by DC in-charge G K Paul Choudhury at district headquarter Changlang.

In his address Choudhury lauded the medical team led by DMO and DRCHO for being the first district to complete the training of MOs & frontline health workers in the state.

Dr. Karrik Basar, DMO highlighted the importance of the PV vaccine, while Dr. Tope Yomcha, DRCHO, gave an overview of PV vaccine.

Similar launching programmes were also held at Diyun, Miao, Jairampur, Bordumsa, Kharsang, Innao, Nampong health centres and other health facilities of the district. Altogether, 25 children were administered PV vaccine on the day of launch. (DIPROs)

Bihar Govt. to donate land for cultural centre

NEW DELHI, Nov 21: The Bihar Government will allot half an acre Government land to the Government of Arunachal Pradesh for the establishment of a Cultural Centre cum Guest House by the Government of Arunachal Pradesh at Bodh Gaya in Bihar.

This was decided after Chief Minister Nabam Tuki with a ten-member delegation inspected the land at Gaya today along with senior representatives of the District Administration of Gaya. The Bihar Government will soon formally hand over this land.

The Chief Minister mentioned that this Cultural Centre cum Guest House would benefit the people of Arunachal particularly the Buddhist devotees, pilgrims and monks from the state. “It will be an important Centre to cater to the people of Arunachal Pradesh in this holy place where Lord Buddha attained Enlightenment. This Centre will be of great help to our Buddhist brethren who frequently visit this holy place. I thank the Bihar Government and the Gaya District administration for their support”, he said.

Earlier, upon arrival in Gaya from Patna this morning, the Chief Minister directly went to the Mahabodhi Temple and offered prayers. He was accorded a warm welcome by the Buddhist monks and the District Administration on his arrival at the temple.

Pario lays emphasis on true secularism

ITANAGAR, Nov 21: PHE & Disaster Management Minister Takam Pario has laid emphasis on the importance of unity of all the religions in the state by upholding the spirit of true secularism and democracy for the overall physical and spiritual development. Pario was addressing the gathering at inaugural ceremony of the silver jubilee celebrations of the Arunachal Pradesh Christian Revival Church Women Wing (APCRCWW) at IG Park here yesterday. The three-day celebration is being organised with the theme “Faithfulness of God”-Lamentations 3:23.

Pario said Christian women have a prominent role to play in making a home, society and developing the state and should be a supporting pillar in the functioning of the state government. “We need to ponder on the Bible and educate people especially in the field of character building, skill development and in maintaining discipline through church activities and this will lead to building of a harmonious and peaceful society,” he said adding that all Christians should come forward to pray to Christ for a peaceful and progressive Arunachal Pradesh.

Parliamentary Secretary of Home, Sports & Youth Affairs, Likha Saya in his address said that Christian women should work towards promoting peace and happiness for the people of the state. He advised the women to be cool in all approaches, because they have the potentiality to bring positive changes in the society. He emphasized on spiritual growth of the church and urged everyone to respect all religions in the Arunachalee society.

Earlier, the programme started with hoisting of the jubilee flag by APCRCWW’s founding president, Joram Assu Taba. Taba also presented a brief history of the APCRCWW.

The organizing committee also felicitated the pioneer missionaries and members with mementos and citations. A Jubilee Souvenir was also released by the APCRCC President Tarh Kama.

Bible scholar Rev. Dr. Ayang Sor from Nagaland brought the jubilee message as speaker through the theme verse “Lamentations 3:23”.

BG railway affected people demand compensation under LARR Act 2013

RUKSIN, Nov 21: The Broad Gauge railway affected people of West Pasighat constituency including the members of All Arunachal Section Divisional NF Railway Construction Loading & Unloading Shramik Union East Siang unit have demanded the state government to include their compensation against land and other properties to be included under the provisions of factor-II of land value fixation.

In a memorandum submitted to the Chief Minister recently, the union placed their demands for early payment of compensation to the affected families and to expedite construction of Broad Gauge (BG) rail route for the greater interest of the local people.

The memorandum said that the provision of Land Acquisition, Rehabilitation and Resettlement Act (LARR Act, 2013) is not being appropriately implemented in the state, while the authorities have lackadaisical attitude towards the affected farmers, who have lost their fertile crop land.

Referring to the state government’s notification vide no.LM-20/2005(pt) 2247 dated January 9th, 2015 regarding determination of the base rate of multiplication factor of the market value under the first schedule of Right to Fair Compensation & Transparency in LARR Act, 2013, the union further demanded the authority to keep their compensation demand under factor-II of land value fixation.

As per the proposed plan, the railway enters in Arunachal territory crossing National Highway near Ruksin check gate. About 2.6 km rail route between Murkongselek Station and highway crossing falls in Jonai (Assam), where the land value is ranging from Rs. 11 lakh to Rs. 12 lakh per bigha.

The labour union has also apprised the Parliamentary Secretary Land Management and Director of Land Managment besides the NF railway officials (construction) at Silapathar and placed their demands.

It may be recalled that, the district administration of East Siang on Sept 8, 2014 forwarded ‘Board Proceeding’ in connection with fixation of land value and other assets rate for the BG railway project from Ruksin to Pasighat. The board headed by an Additional Deputy Commissioner in the report stated that topography and other geographical conditions of Pasighat West area and Jonai of bordering Assam was almost similar in all respects. The Board comprises East Siang DLRSO and other head of departments, taking the geographical aspects into consideration, adopted the same land value rate for payment of land compensation equalizing to the rate of Jonai area under Assam.

Congress Govt. is stable under Tuki: Phurpa

DIRANG, Nov 21: Newly inducted Minister for Hydro-Power Development, Veterinary Science and Animal Husbandry Phurpa Tsering said that the ruling Congress Govt. in the state under Chief Minister Nabam Tuki is stable and would complete its full tenure.

During his maiden visit to his home constituency here today, Phurpa said that the differences within the Congress legislators is purely a family affair which would soon be solved.

“Congress has 46 legislators in the current Assembly and party president Sonia Gandhi has full faith in the leadership of Tuki”, he announced.

The newly inducted minister has assured to work with renewed vigor and live upto people’s expectations of the twin districts of Tawang and West Kameng.

Dirang Additional Deputy Commissioner Dagbom Riba said that capability of Phurpa in revamping the department and reviving many sick and defunct hydels in the state could have been perhaps instrumental in his elevation as a minister from parliamentary secretary. Riba hoped with his induction as a full pledged HPD minister the state would soon earn its rightful tag as ‘Power House of the country’.

Thembang Zilla Parishad Member Jam Tsering and former Dirang Zilla Parishad Member Dor Tsering called for greater co-operation between Govt. officials and public to develop Dirang as a role model constituency where postings of Govt. officials would be considered as plum rather than an outpost posting.

In the meeting held at the ADC’s meeting hall, many Heads of Department both from Bomdila and Dirang, panchayat and public leaders placed their opinions about various developmental aspects of the district.
